Presidential candidate Julián Castro unveiled on Tuesday a proposal to change crossing the border without legal permission a civil violation instead of a misdemeanor crime in his first major policy platform. Castro posted his detailed immigration platform on the website Medium Tuesday morning and in a news release.
“Migration should not be a criminal justice issue,” Castro said in his Medium post. “It’s time to end this draconian policy and return to treating immigration as a civil — not a criminal issue.” Castro blasted Trump immigration policies and said the next president must start by reversing his administration’s “cruel polices” and ending border wall construction.
